This might happen if you are using blue/green deployment and annotation history async migration 0015_get_organizations_and_projects_async_20230330_0100 started on old version rqworker. To fix this issue you have to run this migration via command in the app container:
cd /label-studio-enterprise/label_studio_enterprise
python3 manage.py annotation_history_get_organizations_and_projects
